The novel is narrated by 14-year-old Tina, who is orphaned and living with her aunt and uncle on the Santa Teresa waterfront. One night, Tina's aunt is murdered and her body is found in the harbor. Tina is the only person who saw her alive that night, and she is the prime suspect.

Tina's uncle, Harry, is a local detective who is trying to find the real murderer. Tina is also trying to solve the murder herself, and her investigations lead her to discover a much larger mystery involving the town's secrets and its troubled past.
